Bayushi Paneki Scorpion Clan • Clan Champion • Samurai • Tactician • Hero • Experienced 4 • Unique • Loyal After another player's action resolves that targeted one or more Personalities at Paneki's location: The player loses 1 Honor. Battle: Target a Personality; if he is a Courtier, he may be at any location. Destroy him if he is Dishonorable. Dishonor him.
I'm wondering if unit moves to Paneki's location via lets say Unweavering Assault, Doeas unit's controller lose honor due to Panekis trait?

No, the player does not lose Honor.
When the targeting occured, the Personality was not at Paneki's location. His text looks for a card that was "targeted" (past tense); the additional condition that the card be at his location also refers back to when the targeting occurred.
