Consider the situation: I played Lies, lies, lies having no kolat, ninja, shadowlands or honor-loss cards in my discard piles, but with the same honor that I started. The action resolves and I will still be on the same honor, right? My doubt is, did the honor gain happened? If it did, was it 0 or 8 (8 that didn't add up to my family honor, but still 8 )?

For example, if I resolved the THW event Claiming the throne and meet all other requirements in the same turn, would lies, lies, lies 8 honor count for the event requirement?

Lies, Lies, Lies... Political Limited: If you have no cards in play or in your discard piles that cause their player an Honor loss or have the Shadowlands, Ninja, or Kolat keywords: Gain 8 Honor; this gain can not raise your Family Honor above its starting value.

Claiming the throne Before a player's turn ends this game, if the player, during that turn, destroyed a province in battle resolution, put two or more Rings into play by their own text, and gained 7 or more Honor, he may discard the Imperial Favor and pay 10 Gold. If he does so, he wins the game.

Yes the Honor gain from Lies, Lies, Lies... can not raise your Family Honor above its starting value (card text).

did the honor gain happened?

No it never happened because it was negated, per Raise/rise in the Glossary: "The phrase “cannot raise/can not rise” negates all bonus or gain beyond a certain number, but does not negate gain up to and including that number."

For example, if I resolved the THW event Claiming the throne and meet all other requirements in the same turn, would lies, lies, lies 8 honor count for the event requirement?
