Shelter for Refugees and costs

L5R CCG Rules board, 12 October 2008 to 22 October 2008

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Shelter for Refugees: After you destroy a province as the Attacker: Bring a target non-Unique Holding in your discard pile into play, bowed

Is this like attachment cards, you have to pay the cost of the holding being brought into play, thus making the total costs:

1) Bust a province, 2) Have a holding in the discard pile, 3) Have it be a non-unique holding, 4) Bring it in to play bowed

AND

5) Pay it's gold cost?

I know the ruling on attachments and the like, but I'm not so sure on this one. If that is a cost, 1 question... how the hell did anyone ever even consider that anyone would play this card?

(edited as follows due to board warning for a perceived insult to the Design Team: this question and the subsidiary questions deriving from it now or in the future is not intended in any way to elude to the notion that the Design Team or anyone else who had anything to do with the creation of this card was tripping on acid, stoned, high, tweaking, drunk, asleep, molesting a ferret, or in any way doing something that could be considered mind altering, mind hampering, ruffling, sleeping, or in any way shape or form of altered state and thus not in complete control of their own faculties at any point during creation, testing, production, or the playing of this card. Indeed, such a fine card should be considered nothing short of a mind blowing, fantastic, uber-powerful card that should at the very least be played to its maximum capacity, 3 x of course, in every known legal deck).

Yes, per Using Holdings: "For [Holdings] to enter play at any time, their Gold Cost must be paid. Holdings entering play exist in an entering-play area while their requirements are checked and Gold Cost is paid."

Technically, you pay its Gold cost (your step 5) before it enters play bowed (your step 4) but otherwise your description is correct.

At last remember that the Good Faith Rule forbids you to target a Holding that you can't afford, or a Singular Holding which you control another copy.

That is not a question for this Rules Forum.
