Can the province from which this event resolves be refilled immediatelly with a face-up dynasty card? (considering that another province has already been lost)

Yes. The effect resolves before the province is refilled (see sequence in http://rules.l5r.com/Card_types#Using_Events).
Okay, I have a province destroyed, then I have Third Yasuki War turn face up. It effects the game and goes away. I refill its province face up since I have that ability now. What happens if the next card is another event? Are we still in the events phase and it will automatically take effect?

http://rules.l5r.com/Card_types#Using_Events: "Events resolve during the Events Phase. ... Events are not optional; if revealed at a time when they would resolve, they must resolve." It's definitely the Events Phase, so the event will resolve.
