A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I know the redirection issues from the old naval ability are dead and gone, but would it have been the case that a naval:pass-pass sequence would not immediately go to resolution, as suggested by the above post? Also, in this post viewtopic.php?f=59&t=69083 one of the quoted rules is the same concerning how 'A granted action opportunity can be used to pass." If the naval:pass-pass-resolution sequence does work with the old naval rule, why is it the case for naval and not doomed? Also, is it the same with the new naval rule in that a naval:pass-pass battle action sequence goes to resolution, and if so why is this different?
EDIT: I guess none of the above posts say explicitly whether the battle would go directly to resolution, but I believe it was widely assumed from viewtopic.php?f=59&t=68641 when loic mentioned that the naval player "is hosed" after being forced to pass.

Action Phase: Each player in turn order, starting with the active player, has the opportunity to pass or take a legal action, continuing around the table any number of times until all players pass consecutively. After all players have passed consecutively, the Action Phase ends.
Combat Segment: In the Combat Segment, the Defender gets the first opportunity to either take a Battle Action or Pass. That opportunity then goes to the player to his left, and follows the sequence of play leftwards after that. After all players pass in sequence, the Combat Segment ends and the battle proceeds to the Resolution Segment.
The "opportunity to pass or take a legal action" goes round the table, and only your choice made when that opportunity is yours is counted. Additional actions are granted by other actions; they're not taken using your regular opportunity, so whether you take an action or pass at the opportunity to take an additional action is irrelevant to determining the end of the Action Phase or Combat Segment.
Note that abilities like the Naval Reaction, Sneak Attack and Akodo Hachigoro's don't grant additional actions. They affect the opportunity, changing who gets the opportunity first. If you get the first opportunity through one of these actions, it's still a regular opportunity to take a legal action or pass, so if you pass and your opponent does likewise, that's the end of the Combat Segment.
