Chagatai -- Cannot = Negation?

L5R CCG Rules board, 23 July 2008

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I'm really sorry if this has been asked already. I did a search and didn't find anything.

Moto Chagatai (Experienced 4) Other player's actions cannot move Unicorn Clan Personalities in Chagatai's army. Battle: Even if Chagatai is bowed or has been in a battle resolution this turn: Move him to the current battlefield. If he is now opposed, straighten him.

Is the "cannot" wording in his trait a negation? For example, if he is dishonored and my opponent plays Insolence Punished, does he go home? Does the "cannot" imply a negation that will fail due to Insolence Punished, or does it simply mean he cannot go home no matter what and Insolence Punished fails to send him home.

Insolence Punished Battle: Target one of your Personalities and a Personality opposing him with equal or lower Chi. You may also target any number of dishonorable Personalities in the current enemy army. Move all targets home. This action's effects on dishonorable Personalities cannot be negated.

Thank you!

Yes, it is:

http://rules.l5r.com/Glossary_C#Cannot: "When found in card text, and when referring to a type of cost or effect (e.g., bowing, Force bonuses), “cannot” (or "can not") means that a certain type of effect or cost is negated whenever it occurs."
