Simultaneous targeting? and Seat of Power (L5R rules board)

Does such a thing as simultaneous targeting exist?

I'm continuing this questions:

In both cases the posters asked if targets from Strike of the Dragon and Shuten Doji's Fury could be redirected in situations where you had the exact number of targets you had to make. What I'm wondering is what would happen in a situation where I have multiple posible targets to choose from and one of them is a Clan Champion.

If targets from such actions were simultaneous, I'd be choosing all my targets at once and the other player could react with Seat of Power's action and change one of them from the Clan Champion to another legal target that I didn't choose to begin with.

If targets where not simultaneous, I could target the Clan Champion first, the other player could redirect it to some legal target of his choice, and then I could choose to target the Champion again (since I never actually got to target him/her).

So, is the targeting for those actions simultaneous or sequential (as with all other targeting)?

Yes. http://rules.l5r.com/Abilities_and_acti ... _targeting: "All targets are designated in the order described, including simultaneously if a number of targets are indicated by a number (such as, “target two Holdings.”)" (Emphasis added.)
