A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Is it a violation of the Good Faith Rule to target someone with the Naval reaction who cannot perform an action at the current battlefield?
Good Faith Rule: "When an action is announced, the player must be able to target all required targets, meet all conditions of the action, and pay all mandatory costs, to the best of his or her knowledge."
Naval Reaction: "Reaction: If you are the Attacker and your current army has more Naval cards than the opposing army, once per battle after engaging: You have the first opportunity to take a Battle action, which must be performed by a target Naval Personality or one of his Naval Followers."
The only required target of the Naval Reaction is a Naval Personality. The conditions of the action are that "you are the Attacker and your current army has more Naval cards than the opposing army". There is no cost. The Good Faith Rule is satisfied.
Don't confuse the conditions of the action with conditions that the action creates. The Naval Reaction creates an additional condition of the Battle action taken at "the first opportunity": it must be performed by the target or "one of his Naval Followers". This is a condition of the Battle action, not of the Naval Reaction.
