Under Samurai rules, Regions are no longer Singular unless they have the printed 'Singular' keyword, right?

Confirmation: Regions No Longer Inherently Singular?

Yes, you are correct. Unless a Region has the Singular keyword, nothing in the rules makes it so.
Also of interest, this is true for the Legacy Format as well, as of April 23, 2008.
