Can open actions, or even limited actions, be taken during a battle created by Ambush? The battle occurs during the action segment, and the rule book is completely unclear on the issue.
I know action cards played during the segment count for ring of void for the action segment, but this seems different.

No.

Also, http://rules.l5r.com/Battles#Combat_Segment: "During the Combat Segment, the only action types that can be taken are Battle and Reaction Actions." It doesn't matter if the Combat Segment is occurring in one phase or another. Nothing in Ambush overrides that general rule.
