Can I use Determination, along with a action that moves a unit into battle, to move Kakita Noritoshi exp2 into a battle against a Scorpion player?
Determination vs Kakita Noritoshi exp2
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
Yes, Determination would negate Noritoshi's negation trait's effect on the movement effect of your action.
Glossary, Cannot: "When found in card text, and when referring to a type of cost or effect (e.g., bowing, Force bonuses), “cannot” (or "can not") means that a certain type of effect or cost is negated whenever it occurs."

isn't noritoshi xp2's trait a restriction? His trait is clearly not a cost, but there are two separate parts to the trait...does that mean that the first part, cannot assign, is a restriction, while the second part, the cannot move, is referring to an effect? If this is not the case, can, for example, use determination with something like ambush or retribution to assign noritoshi xp2 against a scorpion player?

Yes, but restrictions can still negate effects (depending on their specific wording).
