A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

http://rules.l5r.com/Physically_marked_card_states#Overlaying:The stack also inherits the underlying card’s base abilities, including ones that have been removed in the course of play.
Are the inherited abilities considered base abilities of the overlaying card? If not, a third card overlayed onto the stack would not inherit the base abilities of the bottom card.

All abilities from earlier cards in the stack are inherited.

There's been a little talk among the Rules Junta about this, and the post above was a bit broader than intended. For the moment, I'd like to modify the ruling to, "Base abilities and abilities inherited from previous overlays are inherited."
