Shadowlands Kami. Double Chi. Unique. Will only join a Shadowlands player. Has a minimum Chi of 1. Will not enter play unless at least two Personalities were destroyed or gained the Shadowlands trait this turn. Limited: Once per turn per target, target a dead Personality in any discard pile. Put the Personality into play under your control, ignoring costs and restrictions. Permanently give him Undead and Shadowlands.
I'm having some trouble understand this guy's Limited. "Once per turn per target" Does that mean I can do it any number of times so long as enough different targets exist for me to do so?

You can use the ability once on each qualified Personality in a single turn.
So if you have 10 valid targets, you can use it up to 10 times - but only once per each target. You can't use it 0 times on one Personality and twice on someone else.
