Quick question.
About Hida Fujiki,
his ability says: Battle:Move one of your target Personalities home or to this battlefield.
and since the rule of location says: 1. Any cards in units must be at the current battlefield to be legally targeted by a Battle action. 2. If a Battle action is on a card in a unit (a Personality or attachment in play), the unit must be at the current battlefield in order to take that action.
EXCEPTION: A Battle Action can target or be taken by a card in a unit at another location if its costs or effects say they can move the unit to the current battlefield. Choices within the action must then be taken, if possible, such that they do move the unit there.
Could he move another personality to the current battlefield without being there, since his targetting a card or unit with an action such that they move the unit to the current battlefield?
No, he could not move another unit to the current battlefield if he isn't already there himself.
I think I see your confusion, though. The EXCEPTION doesn't break both rules of Location wholesale, regardless of circumstance. Think of it as two exceptions written together:
First it says, "A Battle Action can target... a card in a unit at another location..." Under that circumstance, Location Rule part 1 is being excepted.
Second, it says, "A Battle Action can... be taken by a card in a unit at another location..." Under that circumstance, Location Rule part 2 is being excepted.
But, both parts of the Locaction Rule are not excepted at the same time unless both circumstances are occurring, as in Hida Fujiki being at home AND targeting HIMSELF with his action, which could move him to the current battlefield.
(Before anyone asks about his "this battlefield" wording, Glossary, "This": ""This battlefield" refers to the current battlefield").
I hope this helps clear things up.
