can you use misdirection on misdirection?
Misdirection Political Gozoku Reaction: Before another player would choose targets for one of his action’s effects during a battle, target one of your Courtier or Gozoku Personalities: You choose the targets instead.

No.
You announce a Battle action, let's say, without loss of generality, Draw Your Blade. Before you declare the target, I play Misdirection and choose the target for your Draw Your Blade. If you wanted to play Misdirection, what would it react to? It needs an action played by me for which I choose the targets. Misdirection is played by me, but its effects have no targets, so that doesn't work. Draw Your Blade has a target, but it's your action, so that doesn't work either.

Akodo Gilador: "It needs an action played by me for which I choose the targets."
Emphasis mine. It seems to me Misdirection is an action (a reaction in this case) for which you choose the targets. You may be applying the effects of my action, but your action is doing the targeting as well.

Disagree. It does not change which action is doing the targeting, just who is doing it.

It changes who is choosing the targets, which is what misdirection looks for.
I play a draw your blade. I target your Akodo Chump and dishonor my guy to ignore any attachments and what not.
You react and before I target Akodo chump, you choose to target my guy instead. you have now chosen targets for your actions effect. the effect of misdirection is you choose the targets.
I then react with my own misdirection. "Before another player" (you) "would choose targets" (which is what you're doing due to your copy of misdirection. it precisely says you are now choosing targets) "for one of his action's effects" (the effect of misdirection, your action: You choose the targets instead.) and point the effect back to akodo chump.
Misdirection is an action, it has an effect of choosing targets, which is what the trigger on misdirection is looking for, another player choosing targets due to an action they took.

Misdirection does not target anything.
"Chooses targets for one of his action's effects," specifically means any targeting in the Effects block of the ability in question.
Misdirection itself does not target anything, and the targets you choose are for the effects of the originating Action, not "for the effects of" Misdirection.
I definitely see how you could pose the semantic argument the you are "choosing a target for misdirection's effect," but that particular phrase is used as jargon to refer to a very specific game mechanic (choosing the target of an action) and alters the game state / game rules to allow you to make that Action's targeting decisions. It is not used in the more general sense open to subjective interpretation.
Misdirection will not help you get around another player's Misdirection.
