Hidden Scandal: Political Open: From now until the turn ends, a target player cannot gain more than 5 points of Honor in total from his own card effects, and cannot lose more than 5 points of Honor in total from other players' card effects.
Asahina Beniha: Political Open: Target another player's Personality. After the first time this turn he assigns to attack or is destroyed, gain 3 Honor.
I already made a question about this card that went anunswered. I guess you might be discussing it. Anyway, I have some more questions.
If other player targets one of my personalities with the action from 2 different Benihas, and I play Hidden Scandal after that. Supposing I attack after that, would the honor gains from Beniha be affected? I'm asking this since the action that would make him gain honor was played before Hidden Scandal, even though the delayed effect triggers after that.
The other question: Does buying personalities for full and gaining honor count as you own card effect? Or do I get the honor even if I already gained 5 or more honor from other card effects, if Hidden Scandal was played?

If you don't want answer so many obvious questions, make the rules and card text more intuitive, and don't do counter intuitive rulings. Just friendly advice.

Yes. Hidden Scandal is looking for the actual Honor gain, not whether the action or immediate effects have resolved.
