If it's true that Katsumoto's ability requires the Target to be Tactical as well, then wouldn't just the person being targetted be taking the Action? (ie: it'd be treated kinda like a standard Tactical Action card, because it doesn't involve targetting Katsumoto himself at all, his ability is used, but he himself didn't take the action and so should retain his Tactical Action...)
example:
Katsumoto and Yufu are both in play, using Katsumoto's ability, I bow Yufu and she takes the action. Afterwards I use Katsumoto's Tactical Action for Superior Strategist for...whatever.

A Personality or Follower is performing an action if its controller is the player taking the action, and any of these things is true:
* The action comes from an ability on the Personality or Follower. * The action comes from an ability on an Item or Spell in the Personality’s unit. * The Personality or Follower was targeted by targeting in the ability’s constraints block (between the two colons).
Katsumoto performs the Action due to the first part. The Personality targeted as a Cost of Katsumoto's ability performs the Action due to the third part.
They both perform the Action together.
