The Comprehensive rules state: Honor Requirements on Personalities are checked against a player's Family Honor during the Dynasty Phase. ... These rules about waiving the Honor Requirement for Gold, Clan discount, and buying for Honor do not apply to Personalities brought into play outside the Dynasty Phase.
While the intent seems clear, the wording seems a bit ambiguous. Do Honor Requirements apply when purchasing personalities outside of the dynasty phase?
Thanks!

Honor Requirements are not checked outside of the Dynasty Phase unless the effect putting the Personality into play says they are checked or indicates that the Personality is put into play via the rules pertaining to the Dynasty Phase.
You do not check Honor Requirements when bringing a Personality into play by means of Will or Soul Jar, for example. You also can't reduce the Personality's Gold Cost by 2 for being allied to your Clan or gain Honor for paying their full Gold Cost.

In reference to this question about Honor Requirements outside the Dynasty Phase.
Marty said (emphasis mine): "Honor Requirements are not checked outside of the Dynasty Phase unless the effect putting the Personality into play says they are checked or indicates that the Personality is put into play via the rules pertaining to the Dynasty Phase. You do not check Honor Requirements when bringing a Personality into play by means of Will or Soul Jar, for example. Is it correct for sure ? Indeed rules about 'using personalities' say (emphasis still mine): "When bringing a Personality into play [...] B. The personality’s Honor Requirement and other restrictions on its entering play are checked. At this point, if the Personality is aligned to the player's clan and it is the player's Dynasty Phase, the player may waive the Personality's Honor Requirement and increase his Gold cost to enter play by 2. If these conditions are not met, the Personality card returns to where it came from and it does not enter play. [...] Note that during the Dynasty Phase, special rules modify [...] Honor Requirements of Personalities aligned with a player's Clan."
I see no text stating these rules only apply during the Dynasty Phase so I don't understand neither why I shouldn't "check Honor Requirements when bringing a Personality into play by means of Soul Jar" nor why Will reads "bring [the target dead Samurai Personality] into play [...] ignoring Honor Requirements" (emphasis mine again). May you tell me more about it please ?
Thanks for reading.

Honor Requirements on Personalities are checked against a player's Family Honor during the Dynasty Phase.
This indicates to me that the Dynasty Phase is different in some way from other phases.
Further:
These rules about waiving the Honor Requirement for Gold, Clan discount, and buying for Honor do not apply to Personalities brought into play outside the Dynasty Phase.
Some cards say, "ignoring restrictions," in Samurai Edition, and others do not. The only card that brings a Personality into play "ignoring Honor Requirements" is Will.
I'll talk it over with the Rules Team. Either way there may be some disconnect for a couple of pre-Samurai Rulebook cards.

OK, while cleaning up the Comprehensive Rules to make things clear may take a little while longer, the import matter is settled.
You have to meet Honor Requirements any time you bring a Personality into play unless the effect in question specifies otherwise - with text such as "ignoring Honor Requirements" or "ignoring restrictions."
Soul Jar can't bring back a Personality you don't meet the Honor Requirement for - nor can Egg of the Void, Imbue Chi, Ring of the Phoenix, The Empress' Address, or Isawa's Fire.
