A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

The question in the other topic was: Question:
If I have a Touch of Ice in Asako Bairei and another player bowed him. Can I still use his spell? Since Shugenja can cast spell while bowed and Bairei don't need to bow to use Water Actions?
The reply was that this works - Bairei can cast the spell, even though he's bowed because he doesn't have to bow as a cost.
What confuses me here is the more general rule that personalities can't perform actions while bowed. Can personalities perform actions while bowed? Or is there a specific rule that says Shugenja can cast spells while bowed?

There is no such rule.
http://rules.l5r.com/Physically_marked_ ... nd_unbowed: "Abilities on a bowed card can not be used, bowed Personalities can not assign, and bowed cards in a unit affect the calculation of total unit Force."
The rule looks for the card where the ink is printed. It has nothing to do with who performs an action.
