A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

To help clarify what the original querant was asking:
Situation #1: Player A controls Bayushi Saya and uses her Political Open ability to target a Hida Daiyu (for example) controlled by Player B. Player B uses Hida Daiyu's ability to create a follower token, and thus dishonors Hida Daiyu.
Can Player A react with Doomed Intentions to destroy Hida Daiyu, or was the source of the dishonoring Bayushi Saya's action and not Hida Daiyu's?
Situation #2: Player A controls Bayushi Saya and uses her Political Open ability to target an Akodo Shunori (for example) controlled by Player B during Player B's turn. Player B assigns Akodo Shunori to attack and thus dishonors Akodo Shunori.
Can Player A react with Doomed Intentions to destroy Akodo Shunori, or was the source of the dishonoring Bayushi Saya's action and not Player B assigning Akodo Shunori?
Situation #3: Player A plays Impromptu Duel, targetting his own Duelist and Player B's Tsuruchi Ki. Player B chooses to refuse the challenge and dishonors Tsuruchi Ki.
Can Player A react with Doomed Intentions to destroy Akodo Shunori, or was the source of the dishonoring the Impromptu Duel and not Player B refusing?
Situation #4: Player A is using Shiranai Toshi and bows Doji Ayano for the stronghold's printed ability, targetting a Bayushi Saya controlled by Player B. Player B chooses to dishonor Bayushi Saya.
Can Player A react with Doomed Intentions to destroy Bayushi Saya, or was the source of the dishonoring Shiranai Toshi's action and not Player B choosing to dishonor Bayushi Saya?
Basically, I believe the issue is that someone somewhere is having a lot of trouble trying to figure out where the source of effects comes from.

Reaction: After another player's action resolves that dishonored any of his own Personalities: Destroy one of those target Personalities.

Saya's ability is the one that produced the Dishonor effect. You can't play Doomed Intentions.
Situation #2: Player A controls Bayushi Saya and uses her Political Open ability to target an Akodo Shunori (for example) controlled by Player B during Player B's turn. Player B assigns Akodo Shunori to attack and thus dishonors Akodo Shunori.

Assigning a Unit to Attack isn't even an Action (it has no Battle, Open, Limited, or Reaction designator). You certainly can't play Doomed Intentions.
Akodo Shunori isn't even involved in this question. If you can play Doomed Intentions on him something is very, very wrong.
Seriously, though, Player B didn't play Impromptu Duel. It isn't his Action, so you can't play Doomed Intentions.
Shizuka Toshi is the card with the Ability that's effect Dishonors someone. Saya's controller doesn't even control Shizuka Toshi or its ability, so you can't play Doomed Intentions.
Basically, I believe the issue is that someone somewhere is having a lot of trouble trying to figure out where the source of effects comes from.
The Effect is listing in the Effects Block of the Ability. The card with that Ability is the source of the Effect.
Moreover, re-read Doomed Intentions. It only cares about the effects of Actions. If the effect came from a non-Action source you couldn't play Doomed Intentions anyway. My personalities can never be hit with Doomed Intentions in response to one of my Opponents playing an Action.
I know the card is expensive on Ebay and all, but it isn't made out of Gundanium or Pixie Dust.
