Another "additional action" question

L5R CCG Rules board, 22 November 2007 to 26 November 2007

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

There have been many questions in the past about effects (actions or traits) that grant additional actions, but I'd like to be sure I get this straight.

From the Comprehensive Rules, Glossary, Additional (boldface mine):

2. Some effects grant an “additional” action of a given type (usually Battle, Open or Limited).

A granted additional action does not count against the normal sequence of actions in the current segment or phase; for example, an additional Battle action is taken immediately without waiting for, or expending, the next normal chance to take a Battle action.

Whenever an effect grants an additional action while another action of the same designator is in progress, the timing of the additional action is delayed until after the current action resolves. This makes sure that Battle actions can not occur within other Battle actions, and so on. ["After" ADDED August 14 2007]

This seems to cover everything in an elegant manner, essentially "inserting" an action into the normal scheduling of actions, but it seems to be restricted to "while another action of the same designator is in progress". What, here, constitutes an action "in progress"?

* Say I play Superior Strategist. This looks like a perfect case, so I assume the above rule applies and the additional action is played, and resolved, after all possible reactions to the playing of Superior Strategist. Correct?

* Say I am playing Eastern Hub Port, and attach a card during battle. Does the stronghold's trait count as triggering "while [the equip action] is in progress"? (Eastern Hub Port's trait looks for "After the first Battle action resolves each turn that attached a card to one of your Personalities", so I'm not sure the action is still "in progress")

* I know this ruling says the correct timing in case of a Eastern Hub Port vs Gate Guardsman "conflict" is: 1/ trigger stronghold, player will get an additional action; 2/ react with Gate Guardsman, player will take an additional action; 3/ play action granted by the stronghold (including reactions to it), 4/ play action granted by Gate Guardsman. But this all relies on the fact that the "Equip" Battle action is still considered "in progress"; is this correct?

* Assuming the answer to the previous question is Yes, what happens if the action played at Step 3 above (action granted by the stronghold) happens to be an action that grants an additional Battle action (say, Superior Strategist, or Doomed Intentions while defending)? Which of the two additional actions goes first?

That ruling is out-dated. It has been over-ruled and addressed several times already.

Taking an Additional Action simply becomes a Delayed Effect with the timing "after [Action X] resolves." Such actions take place before any new Triggered Effects or Reactions to "after [Action X] resolves" can be introduced since Delayed Effects happen at Timing Step D while Triggered Effects happen at Step E and Reactions at Step F.

Eastern Hub Port does not trigger while a Battle action is "in progress." You activate it in Step E after the Equip Action resolves and it immediately applies. Superior Strategist, however, does give an effect instruction during its "Resolve Effects" step to take an additional action - and it must be Delayed until "after Superior Strategist resolves."
