can i play falling leaf strike without any personalities in the opposing army? the cost is just target one of your unbowed monks, then followed by 3 separate effects. so is it really just a really pumped up superior tactics? (even from your home)
falling leaf as superior tactics
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

No. You also need to meet the required target of an enemy personality or follower at the current battlefield.
