A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Resolve
[ADDED 22 September 2007]
1. An action or trait begins to resolve when its sequence of effect activation begins, assuming costs, targeting and conditions have been met. It stops resolving when its sequence of effect activation has ended, even if the application of some effects has been delayed.
References to an action or trait's "effects [plural] resolving" are equivalent to the action or trait itself resolving.
Thus making the resolution ongoing as well.
To help I am adding... Winter Storm Winter Until the end of the game, after each time an attack is declared, each player targets two of his unbowed Personalities with a Gold Cost eqal to or less than his Stronghold's Gold Production plus 2. That is the conditions of the effect that resolves in the following sentence. Bow them. The effect resolving per the last sentence of the glossary entry. Essentially the effect activiation occurs on the trigger of 'an attack is declared'.

No.

"It stops resolving when its sequence of effect activation has ended, even if the application of some effects has been delayed."
Things like, "this next time [trigger X] happens, do [effect Y]," or "after each time [trigger A] happens, do [effect B]," are exactly the things that "even if the application of some effects has been delayed," refers to. They've already been activated (introduced to the game) when the Event resolves, but their particular Effects may not have been Triggered yet.
