What is the policy as to when rules changes/MRPs associated with a second print run become legal? Is there the usual 30 day waiting period?

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
What is the policy as to when rules changes/MRPs associated with a second print run become legal?
Most recent printing changes take effect immediately.
Of course, I will ensure that advance warning of the MRPs is given as soon as I know the release date of the second run - I don't want to announce them until I can definitely tell people when they will take effect.
