Hello,
My Scenario: This is during Combat: I declare attack I have in attacking army a 3F Shungenja and a 3F Samurai(with 3F Follower). My opponent defends the province I am attacking He defends with a Samurai with Battle: Bow for Ranged 3 Attack He announces to use his ranged 3 attack as his first battle action on my 3F Shugenja I play Turn of Fortune and change targets from Shungenja to Samurai(with follower). What happens here?
A) Ranged attack gets negated and his samurai becomes bowed B) Ranged attack hits my Samurai with follower and my Samurai dies and his samurai gets bowed C) Ranged attack hits my Samurai's follower and my follower dies and his samurai gets bowed
Thank you
Chris Fuchs (rules official), 4 October 2007
None of the above, as the Samurai with a follower attached is not a legal target for an unmodified ranged attack.

EXCEPTION: In effects that substitute targeting, if the new target has to be a "legal" target, then failure to find a new legal target -- one that satisfies the requirements of the original targeting plus any additional requirements on targeting from other sources -- means the original targeting happens normally.
