About this: viewtopic.php?f=59&t=62090&p=795027#p795027 I'm sorry if I'm missing something but doesn't an action have to meet targeting for the effect as well as any costs to be played? For example, could you use Akodo Shigetoshi EXP's ability to kill off your attacking army if there are no defenders? Or can you make a ranged attack if there's no opposing army? Sometimes I miss stuff so sorry but could you please explain when we do and don't have to meet all the targeting requirements?
Ooops, is it because Outer walls says "its province" meaning that it targets the battlefield and not the province itself? If so, my bad. Thanks.

Outer Walls does not target. http://rules.l5r.com/Glossary_T#Target: "The word 'target' must appear as a verb or an adjective for the procedure to be considered targeting(.)"
