I was checking out the Effects section on the rules website and I noticed that a choice for an effect may be made even if its consequences would be negated or otherwise fail due to lack of suitable things to affect. Does that ruling extend to choices for effects my opponent must make from my actions? If I targeted Moto Chagatai Exp. 3 with Allegations can my opponent choose the send home effect?
Choosing Action Effects
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Yes, but be careful here. There are a lot of subtle differences in wording that will determine how a particular card is played.
