Let's assume I control a Personality with Cowardly Rabble attached and during a battle my opponent takes one battle action and then the second one that end up destroying my follower. If I use Fortified Camp to bring him back into play what will happen?
1º - He will be attached to one of my Personalities and only after two of my enemy battle action he'll come to my hand again.
2º - He'll come back to game but since he was already there it will only be necessary one enemy battle action to make him return to my hand.
3º - He'll be reattached and before anyone performs an action he'll come back to my hand because my enemy performed two battle actions already.
Do any of this are correct?
Cowardly Rabble
After the second or later time each battle the enemy leader resolves a Battle action, if this card is at that battlefield: Return it to your hand.

This is a really vague question.
At first, I thought this question was, "Do cards 'remember' things when they've been out of play?" Yes, unless they were also face-down. See http://rules.l5r.com/Effects#Tracking_rule
Then, I thought the question was "When does the clock start counting Battle actions?" The count starswhen the Combat Segment starts, because it's "the second or later time each battle," not "the second or later time each battle after this Follower enters play."
Then, I thought the question was, "Does the trait trigger all the time, or only when Battle actions resolve?" The latter.

1. An action or trait begins to resolve when its sequence of effects begins, assuming costs, targeting adn conditions have been met. It stops resolving when its sequence of effects has ended, even if the application of some effects has been delayed by other effects.
An action has resolved after all of its effects have ended. Fortified Camp reacts when your attachment is destroyed by another player's action. Fortified Camp will reattach it before the second action has fully resolved. Once that second action finishes resolving, the Rabble will go to your hand due to their trait.
