How situation look like when I want to redirect (using Take the Charge) Ruthless Advance to expensive personality.
For example: Action originally target 7G personality. Take the Charge to 9G personality
What happen when scenario above occur 1. Action fail or 2. Player can pay missing gold or 3. Something else happen

I think this is the same situation as Misdirection. But I am not certain, because the rules on variable cost cards could stand to be a bit more fleshed out.
http://rules.l5r.com/Timing: "Effects that alter a player’s choice, such as targeting or assignment, are written as 'when (the player) would.' The timing of such a 'when... would' effect occurs after the player indicates his or her initial choice, but before the targeting (or other outcome of the choice) actually happens." (Emphasis added.)
I don't think the cost of Ruthless Advance is set until targeting actually occurs, so the rule that you can abandon an action whose cost changes doesn't apply.
But this ruling has to be tentative for now.
