Another question about Test of the Jade Champion

L5R CCG Rules board, 31 August 2007

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Test of the Jade Champion says: Starting on your left, each player may target one of his Shugenja Personalities, then discard a card. If one player has the highest total of his Shugenja's Chi and card's Focus Value, he gains 3 Honor, and the Shugenja permanently gains Jade Champion and the trait, "Once per turn, when this Personality performs a Kiho action: Waive any cost of bowing him."

As a French player who is also quite bad at English, I don't understand what the first sentence exactly means so I'd like to get an explanation please. In a game with two players, Test of the Jade Champion resolves in one of my provinces. If my opponent controls no Shugenja Personality and I control one, may he discard a card regardless, in order to compel me to discard a card if I want my Shugenja to become the Jade Champion, or is he forbidden to do so because he can't "target one of his Shugenja Personalities" ?

Thanks for your help.

Test of the Jade Champion. If my opponent controls no Shugenja Personality and I control one, may he discard a card regardless(?)

No.

Tentatively, when something says, "Do X, then Y", you must do the first to be able to do the second. Will run this by the Rules Junta, though.
