L5R CCG Rules board, 29 August 2007

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I don't understand the ruling made here.

In the wiki, we have : Modifiers attached to a phrase in the form of "a [modifier] X or a Y" or "a [modifier] X and a Y" modify only the first thing in the phrase; they do not carry over the "a." Example: "A Shadowlands Shugenja or a Monk" does not imply that the Monk has to be Shadowlands.

Traveling Magistrate reads : Political Reaction: When paying a Gold Cost of a Fate card or an action during a battle: Produce 2 Gold.

it really seems to me to be a case of "When paying a Gold Cost of a X or a Y [modifier]", so the modifier, because of this a isn't carried over the X.

The modifier is outside of the "a X or a Y" clause. If the modifier were between either of the "a X" or "a Y" clauses, then you would be correct.
