A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

(quoted from ChrisF, bolded emphasis changed) Modifiers attached to a phrase in the form of "a [modifier] X or Y" or "a [modifier] X and Y" modify both things in that phrase. Example: "A Shadowlands Shugenja or Monk" means "a Shadowlands Shugenja or a Shadowlands Monk." If "a Monk or a Shadowlands Shugenja" is meant, it will be written that way. Likewise, "a Shugenja or Monk without attachments" means "a Shugenja without attachments or a Monk without attachments."
(most recent ruling) Fate card during battle, or action during battle.
(card text from Traveling Magistrate) Political Reaction: When paying a Gold Cost of a Fate card or an action during a battle: Produce 2 Gold.
Shouldn't 'a Fate card' followed by 'an action' mean that the two are considered using the bolded portion of text? (compare with the bolded text in the linked topic)

In this case, it is "X or Y [modifier]" where X = Fate card, Y = action, [modifier] = during battle.
