Hi!
Echoes of Disgrace Political Battle: Target a dishonorably dead Personality owned by the enemy leader: Target up to three of his personalities. You may dishonor one of them. Give each a Force penalty equal to the Force of the dishonorably dead Personality.
Player A declares an attack and assigns on province A. Player B defends, but assigns on province B. Player A resolves province B first.
Is it legal to play Echoes of Disgrace provided that Player A has a dishonorably dead personality? Also, can Player B target the personality that was assigned on Province A?
Thanks!

Does not meet Rule of Presence. http://rules.l5r.com/Battles#Combat_Segment
(C)an Player B target the personality that was assigned on Province A?
If it were legal to take the action at all, yes.

Note that if Province B is being resolved, and Player A's personalities are at Province A, the Rule of Location will limit which personalities Player B is able to target.
