If I announce a naval attack to use the action on Eastern Hub Port, but my opponent uses Reinforce the Gates to cancel the action am I right in assuming it does not go against my additional free action when/if I attach that follower later in the battle?

If a card is not successfully attached, the trait on the stronghold will not trigger.
