I'm a bit unclear as to when it is legal to use Chuda Eiichi ability.
Maho Battle: Even if Eiichi is not at this battlefield, bow him: Bow a target Personality with lower Chi and permanently give him Shadowlands
Am I able to declare an attack and send some of my units to province A while Chuda Eiichi hangs out at home, then start the battle at province B, where I have no units, and use his ability to bow someone at province A?
Thanks!

The target you wish to bow is still subject to the rule of Location.
