A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I'm confused by several of the statements in several of the "Cost vs. Targetting" posts, specifically here and here.
In those posts, Zen states that required targetting from the effects block (after the second colon) only comes from the first sentence and all other targetting is optional. However, the rulebook (page 30) says: "After announcing the action, you must choose all targets mentioned in the action, in the order they are mentioned. Exception: Targeting mentioned in the effects block is not required at this time if it: is done by another player; is delayed in time (for example, “Before this turn ends, target…”): or is optional (for example, “You may target …”). These kinds of targeting are done as effects resolve." And the comprehensive rules says: "An action’s required targets consist of anything that is targeted by the player taking the action in the action's constraints or effects, unless the targeting is shown to be optional by terms such as “may target,” or “lose 2 Honor or target a Personality you control.” "
I don't see anything about required targetting from the effects block being limited to the first sentence. Am I missing something from elsewhere in the rulebook or in the Comprehensive Rules?

Comprehensive Rules, Abilities: "An action’s required targets consist of anything that is targeted by the player taking the action in the action's constraints or effects(.)"
Working on further clarification.
