If I have a Personality that says, "Bow this Personality: Ranged 3 attack", can I use this action in a battle where he is unopposed ? Additionally, in a battle where he is opposed, can I fire off a ranged attack that doesn't hit anything (I know, I know, it's a silly thing to do) ?
