A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

If I may get clarification:
In this ruling,
viewtopic.php?f=59&t=59390&p=764836&hilit=unshakable#p764836
it was ruled that Unshakable #1 couldn't get Unshakable #2, and that Unshakable #1 would resolve before Unshakable #2 could be reolved.
I'm confused because Unshakable says:
Tactical Battle: Target an Action card in your discard pile. Play it for one of its Battle abilities as an additional action. Remove this card and the target card from the game, even if out of play, after that action ends. (Observe restrictions on the ability's number of uses, such as the default "once per turn.")
The part that I've bolded leads me to understand that Unshakable waits until it's targeted Action card has resolved itself before removing both from the game. As both Unshakables are waiting for the targeted action to resolve, I can't see how Unshakable #1 can resolve if Unshakable #2 is waiting for Refugees to resolve. I also can't see how Unshakable #1 cannot target Unshakable #2 in the discard pile (provided, of course, that neither target was played this turn).
Thank you for your time.
