According to the SE rulebook, everyone who hasn't got the nonhuman trait is human...
So Houhou can cast Inspire Fear on Satsu.... a little wanabe-dragon kindle of a flame can cause fear in a kami ?
He's got the dragon trait... doesn't that count for something?
