A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Obviously, I would hate to beat a dead horse, however, this is the most narrow, unintuitive reading of the phrase "all penalties" that I can conceive.
It is not a question of timing because the timing is intrinsic to the word "all". You don't need to worry about which penalties it would negate, because it should be "all" of them. "All penalties" should be any penalty that occurs to the card while the item is in play, because future penalties should fall under the blanket of "all penalties" just like current penalties due to simple English.

Is there an actual question in there? Or did you perhaps miss that there was a follow-up post?
