Supply Outpost + Three Man Alliance Plain (L5R rules board)

Can Supply Outpost combine with Three Man Alliance Plain for a single attachment on a Personality coming into play, resulting with the reduced-cost attachment effect from Supply Outpost and a card draw effect from Three Man Alliance Plain?

Bow this card: Produce 2 Gold. If this pays for a Personality, you may attach a Follower, Item, or Spell to him from your hand after he enters play, reducing the attaching card's Gold cost by 3, paying all remaining costs.

Reaction: After one of your Personalities enters play, bow this card: Target him. Attach a card to him from your hand (paying all costs). If he attached the card, draw a card.

The idea being that I pay for a Personality with Supply Outpost, react with Three Man Alliance Plain first to target the incoming Personality and then react with Supply Outpost to reduce the attachment's cost. Once the attachment is attached, I then fulfill the conditions for the card draw effect. Is that how it would work? Can it work?
