Hantei Genji and Hantei the 38th both have additional costs that can involve discarding the favor.

You must discard the Imperial Favor or bow Personalities and Followers you control with more than 12 total Force as an additional cost of playing Hantei Genji.

You must discard the Imperial Favor or bow personalities and Followers with a combined Force greater than 15 to put this card into play.

Can Ide Tadaji use his reaction:

Political Reaction: Bow when the Imperial Favor is used. The Favor's effect is negated, but the Favor is still discarded. (Clarification: Only negates the effects of one use of the Favor, not all uses for the rest of the turn.)

To negate the paying of that cost (and thus preventing them from entering play if they can't discard it again or don't have the force)? Or does Ide Tadaji's ability only apply to Actions that use discarding the Imperial Favor as a cost?
