Do effects from Events count in any way as actions (e.g. for the purposes of playing reactions)?
For example, could someone play Outer Walls in response to Unexpected Confrontation?
Beginning with you and proceeding once in turn order, each player discards the top card of his Fate deck, targets a card controlled by the player to his left that would be the legal target of a Ranged Attack if in an enemy army, and produces a Ranged Attack against it with strength equal to the discard’s Focus value.
Battle: Even if you control no units at the current battlefield: Target a Province. Give it +3 strength. Reaction: After a Ranged Attack is produced: Reduce its strength by 2.
Or, could Mirumorto Hakahime (non-Exp) set off the Second Doom of the Crane, have it target an opposing personality in the current battle, whose player then attempts to duplictate the effect on Hakahime's controller with Aftershock?
Dragon Clan Samurai Reaction: After Hakahime enters play outside the Dynasty phase: Once per turn, gain 3 Honor. Reaction: After Hakahime enters play from being attached to one of your Provinces: Search your Dynasty deck for an Event. Resolve it as if it were in that Province. Remove it from the game.
Target a Personality with over 2 Personal Honor. Permanently reduce his Personal Honor to 0. Bow him. He may remain bowed. After the next time this game he straightens, Dishonor him, and his controller loses 5 Honor.
Reaction: After a Personality you control at the current battlefield is destroyed, bowed, or moved home by another player’s action: The enemy leader targets a card in his current army. If your Personality was destroyed or bowed, apply the same effect to the target; otherwise, move the target’s unit home.
