First question is can you use a action card like The bear returns on a bowed personality so i target my 6 force guy that is bowed and kill a unbowed personality that has force 3?
Second is can you use a tacticial battle action card on a tactician that is bowed but hasn't used his tactician ability yet. So something like outmanuenvered by tactics on a tactician that someone bowed.

Yes.

Point: Tactician is not an ability.
