So technically the order would be:
Player A (with stronghold Broken Wave City) announces Naval, then announces "I will attach a card from my hand as my battle action"
Player B has the opportunity to play reinforce the gates before Player A has to show the proposed card to be attached from his hand?

There is no requirement for showing the card a Broken Wave City player wishes to attach when the action is announced.
