Invincible legions force count...

I think I know the answer, but my playgroup thinks otherwise:

I have 3 bowed personalities of 7 force each, in the same battle; in the opposing army there's one 1 force unit (making the unit's force count 0F mine 1F the other army, with personalities of 21F bowed). If those 3 are the only personalities I control, can I play Invincible Legions and start the card search?

Your army has less force than the opposing army, so if those are your only personalities, Invincible Legions is a legal play.
