In reference to Guerilla Tactics:

During the targeting step, is it legal for a player to target the same personality twice with the consecutive ranged attacks?

You only target the FIRST Ranged Attack in a consecutive series during the Targeting Step, Josh. The subsequent ones can't be targeted until the first RA resolves, as per the Lotus Edition Rulebook.
