According to the part that states that cards outside the game are always face up...
If a face down ninjutsu card is temporarily removed from play (Suitengu's Surge, for example), are they face up? Would they remain face up when they return to being in play?

In the case of Suitengu's Surge, they're returned "in that state" (Suitengu's Surge card text), i.e., the way they left, which could be face-down.
