When I play Guerilla tactics, do I have to choose who is going to be paying the cost of dishonoring before, at the same time, or after I pick the target of the first ranged attack?

When I play Guerilla tactics, do I have to choose who is going to be paying the cost of dishonoring before, at the same time, or after I pick the target of the first ranged attack?
Lotus rules, pg. 42: "1. Announce the action or card.
"2. Select all required initial targets, if any. Decide upon and select any optional initial targets." (Ranged Attack)
"3. Pay all costs." (Dishonor)
"4. Resolve all effects in the order written."
