A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from the Wayback Machine (its copy), so posts it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

If I control a Tactician who hasn't permformed a Tactical action and I have Presence in the current battle, I can play Favor to the Horde even if I have no Tacticians in the current battle?
That's what I said ("somewhere," i.e., home, battle, whatever).

So the action fully ignores relevance?
(fine by me, btw could it be added to the Acc.Rulings next update, please. Thanks.)
I would have expected it to need a tactician at the battefield. That way it would seem more "relevance rule friendly"
(If using up tactician was a effect it would be a correct wording, since it would meet relevance , but then it would need the tactician to be in the battlefield)
Thanks for your time.

It can't meet Relevance, ever.
The Action isn't printed on a card that can be at a battle.
It doesn't affect cards that can be at a battle, the battle itself, or any Provinces.
It doesn't create anything.
It doesn't target anything.
Yet it is a Battle Action.
Ergo, it ignores the Rule of Relevance completely, kind of like Mushin.
